Our goal in the OSCE is clear: to build a true democratic security community without dividing lines, where all the commitments are implemented, the use of force is unthinkable, and human rights and fundamental freedoms are fully respected.
Progress in the area of conflict resolution, based on the agreed principles we all share, is key for the future of the OSCE. I strongly believe we will use the chance to achieve progress in Moldova and I hope we can achieve progress in Georgia and over Nagorno-Karabakh.
A true democratic security community that we want to build is possible if human rights and fundamental freedoms are fully respected, media freedom is reaffirmed, journalists are protected from violence, and elections are free and democratic.
This is why we could jointly prepare proposals to promote the role of civil society, free media in the OSCE area and at the same time, better protection of journalists.
The OSCE can do more in addressing both old and new threats and challenges. We need concrete steps to reinforce transparency in arms control and to enhance an open dialogue on energy security.
In view of the risks emerging from the cyber space, it might be high time to start working on a Comprehensive OSCE Strategy on Cyber Security.
Closer engagement with Afghanistan means more security for all of us, especially on such issues as combating illicit drug trafficking.
We need to consider developing a concrete programme on combating this threat.
